Summary

Continuation of the procedural debate on whether the Bill should be considered part-by-part or clause-by-clause by the Parliamentary Committee

01:10

Speaker ruling

03:00

Jim McLay – point of order.. having agreed to a motion of part-by-part can we then look at a specifics clause-by-clause..

04:00

Speaker – it raises the question as to what are the wishes of the Committee.. It is entirely up to the Committee..

08:10

Speaker - I declare the House in Committee on the Homosexual Law Reform Bill..

08:50

Bill Birch - I am concerned that a conscience issue be debated part-by-part.. it would have been better to allow Members to debate each clause.. Part One should be dealt with separately – clause-by-clause .. Part Two could be dealt with as a single part.. Let Part One be dealt with as expected.. I oppose the motion

12:20

Helen Clarke – we have wasted a lot of time this evening on debating this motion.. filibustering..

15:30

Merv Wellington – point of order

16:00

Clarke – I am entitled to rebut points

16:30

Chairman ruling

17:20

Clarke – we have heard every argument .. we should move on .. rather than spend 47 Wednesdays..

18:10

Merv Wellington – this Bill was brought into the House by the Labour Member for Wellington Central.. having started it we will finish it.. who was party to the proposal.. 800,000 don’t want this to proceed..

21:00

Chairman – we’ve been debating this for two hours..

22:30

Doug Kidd – when it comes to conscience matters – today’s majority can be tomorrows minority..

26:30

Fran Wilde – the Government is not voting as the Government.. it is a conscience vote..

29:00

Norm Jones – this is a ploy to hurry this Bill through.. Minister of Health.. AIDS..

30:00

Chairman – the Member was just opening up..

30:30

Jones – I want to speak to each clause in Part One.. Members kicked out of the House.. three opposing Members overseas.. that’s one of the reasons Fran Wilde’s keen to get it through in the next three weeks.. the public of New Zealand will not stand by and watch this Bill being pushed through.. they’ve done enough damage in the Committee..

35:10

Whetu Tirikatene Sullivan – I have no doubt that Part One should be debated clause-by-clause.. 80% of this Bill is part of Part One.. vast implications.. we need to discuss in detail.. it makes homosexuality acceptable..

40:45

Richard Northey – I move that the question be now put..

41:14

Bill Birch - point of order

42:00

Graeme Lee - I move an amendment .. that the Bill be considered clause-by-clause

44:00

Chairman – I cannot accept that amendment

44:30

Norm Jones – point of order

45:00

Fran Wilde – speaking to the point of order

45:30

Bill Birch - speaking to the point of order
